Every fleeing driver assumes the chase ends one of three ways: they get away, they crash, or an officer rams them into a spin with a PIT maneuver. A bumper-mounted device called the Grappler was built to skip all three outcomes. Bolt it to the front of a patrol truck, and instead of hitting a suspect’s car, it fires a net at the rear wheel, chokes off rotation, and lets the vehicle roll to a stop under its own weight. No high-speed impact, no spinout physics, no crumpled quarter panel.
The idea didn’t come out of a police lab or a defense contractor’s research budget. It came from Leonard Stock, a machinist working in the Phoenix area who says he fell asleep watching a television segment about a police pursuit that ended badly for an uninvolved driver, then woke up in the middle of the night with a fix in his head. Within a week he had welded a prototype onto the front of his own truck. To test it, he recruited his wife, Frances, to play getaway driver in the family Suburban on an empty stretch of desert road. It worked, and that welded contraption became the first Grappler.
How the Net Actually Stops a Car
Strip away the marketing copy and the Grappler is a genuinely clever piece of mechanical packaging. A heavy nylon net sits folded into a housing mounted behind a truck’s front bumper, wired to three switches inside the cab: one arms the system, one fires the net, and one releases the tether once the job is done. An officer closes the gap on a fleeing vehicle, triggers the net toward the rear wheel, and once the webbing wraps around the spinning tire and axle, that wheel simply stops turning. The car doesn’t flip or spin the way it might after a PIT maneuver takes out a rear quarter panel, it just runs out of usable wheels and coasts to a stop.
The system reloads in under five minutes, which matters for departments that cannot afford to take a truck out of service for a full shift after every deployment. Because the housing is shaped like a standard off-road bull bar, agencies can also mount it on unmarked trucks and SUVs for surveillance or warrant work without advertising what is tucked behind the grille.
Not Every Truck Can Wear One
There is a reason you will not find a Grappler bolted to every cruiser in a fleet. The system is currently built around a short list of platforms: the Ford Expedition, Ford F-150, Chevrolet Tahoe, and Chevrolet Silverado 1500. That is not a marketing decision, it is a structural one. Snagging a rotating wheel and stopping it dead sends a violent shock load back through whatever the net launcher is bolted to, so the mounting point needs the kind of frame-rail strength you would want for a receiver hitch or a winch, not the foam-and-plastic bumper fascia on a sedan or crossover. A department running a fleet of unibody patrol sedans cannot simply bolt one on; they would need body-on-frame trucks like retired Tahoe PPVs that occasionally show up on the used market.
From Border Patrol Trucks to Air Force Gates
Documented deployments go back to at least 2019, when Border Patrol agents at the Calexico Station and the Cass County Sheriff’s Office both put the device into service, followed by the Phoenix Police Department using it in a possible kidnapping case in early 2020. The company’s installer network, Northland and Companies, now counts agencies including Mesa, Parma, and Garfield Heights among departments that switched to the Grappler after growing wary of PIT maneuvers, and claims more than a thousand recorded field deployments industry-wide.
The more interesting adoption story happened on military bases. In November 2020, the 142nd Security Forces Squadron at Portland Air National Guard Base became the second installation in the entire Department of Defense to acquire a Grappler, after the 9th Security Forces Squadron at Beale Air Force Base in California got one first. The connection was not a coincidence: Lt. Col. Ryan Barton commanded the 9th SFS at Beale from 2017 to 2020 and discovered the device at an FBI National Academy course, then pushed Air Force innovation funding to buy one once he had seen what it could do. Barton has explained that security forces previously had only two real options for a vehicle that would not stop at a gate, a PIT maneuver or the threat of lethal force, and as he put it, “there is not a whole lot in the middle”. The Air Force’s typical equipment acquisition process runs five to ten years; the 142nd SFS went from submitting for funding to having the Grappler installed in about a month by working the project at the squadron level instead of waiting on a service-wide program.
The Real Cost Isn’t Just the Sticker Price
Police departments that have discussed pricing publicly put a Grappler system at roughly $10,000 per vehicle, and public procurement records back that up. Riverside County’s Board of Supervisors approved a purchase order directly to Stock Enterprises LLC, the Grappler’s manufacturer, without seeking competitive bids, standard practice for specialized law enforcement equipment with no direct competitor. But the county’s own paperwork flags a second, recurring cost that is easy to miss: replacing the net cartridge after each deployment runs between $2,000 and $12,000, depending on the damage. That is a consumable expense closer to ammunition or spike-strip replacement than a one-time capital purchase, and it is the kind of line item that makes a $10,000 unit cost look smaller than the real multi-year bill for a department that uses it regularly.
Why It Hasn’t Taken Over Every Fleet
Cost and vehicle compatibility only explain part of the slow rollout. There is no NHTSA or federal testing standard written specifically for net-based pursuit intervention devices the way there is for seatbelts, airbags, or backup cameras, which means every agency has to write its own use-of-force and pursuit policy covering when a Grappler deployment is appropriate, get it through a legal review, and train officers to use it under pressure before a single unit goes into service. For a department that has watched a routine traffic stop spiral into a chaotic police chase, that administrative lift is a real barrier even when the hardware itself works exactly as advertised.
The Bigger Picture
The reason any of this matters shows up in the numbers. A 2024 study published in JAMA Network Open, drawing on a database of fatal law enforcement pursuits compiled from public records, counted 4,415 pursuit-related deaths in the United States between 2017 and 2021 alone, with the annual rate climbing at a statistically significant pace over that span. Spike strips flatten tires but rarely stop a determined driver quickly, and PIT maneuvers work by intentionally inducing a loss of control, which carries obvious risk for everyone nearby. A device that can end a pursuit without a collision is worth taking seriously, even if it currently fits on only a handful of truck and SUV platforms and costs real money every time it gets used.
For enthusiasts eyeing a decommissioned police truck at auction, the Grappler’s rise is worth knowing about even if you will never see one in civilian hands. Departments retiring Expeditions, Tahoes, F-150s, and Silverados that carried the option will sometimes leave mounting brackets, extra wiring, or reinforced bumper structure behind even after the net launcher itself is removed, which is worth checking for on any retired fleet truck before you assume the bumper underneath is stock.
